In modern day Tokyo, society lives in fear of Ghouls: mysterious creatures who look exactly like humans -- yet hunger insatiably for their flesh. None of this matters to Ken Kaneki, a bookish and ordinary young man, until a dark and violent encounter turns him into the first ever Ghoul-human half breed. Trapped between two worlds, Ken must survive the violent conflicts of warring Ghoul factions, while attempting to learn more about Ghoul society, his newfound powers, and the fine line between man and monster.

The story will focus on the high school days of Kishou Arima, the CCG's shinigami.

Former baseball player turned delinquent Taishi Fura accidentally witnesses the man-eating "ghoul" known as Lantern injuring his old friend and murdering another. Before the situation gets any worse, Fura's classmate Kishou Arima arrives―as he is actually an undercover investigator for the Commission of Counter Ghoul (CCG)―and forces the ghoul to flee. Seeking revenge for his friends, Fura joins forces with Arima to hunt down ghouls in the 13th Ward—ultimately aiming to bring down Lantern. Tokyo Ghoul: "Jack" unveils snippets of life in the past for the CCG's fearsome "Reaper," Arima, giving insight into how he spent his high school days.

The OVA will adapt the third story in the Tokyo Ghoul: Hibi novel when Shuu Tsukiyama and Chie Hori met.

Shuu Tsukiyama is a "ghoul": a creature who eats human flesh, and he likes to enjoy his meals to the fullest. One night, while relishing in the premeditated murder of his dinner, Shuu's much anticipated first bite is disturbed by a sudden flash of light. The flash turns out to be from the camera of high schooler Chie Hori, who presents Shuu with the perfect picture capturing his true nature; the extremely clear shot of a bloody corpse and an overly excited Shuu threatens to expose his ghoul identity, thus Shuu needs to sort out this situation quickly. After Shuu discovers that Chie attends the same high school as him and is even in the same class, the reason behind his feelings of obsession changes from self-preservation to morbid curiosity. As he grows closer to the absent-minded and extremely odd photographer, he challenges them both to learn more about each other's conflicting worlds; Shuu promises that Chie will come out of this experience with a photograph superior to the one she already has.

Although the atmosphere in Tokyo has changed drastically due to the increased influence of the CCG, ghouls continue to pose a problem as they have begun taking caution, especially the terrorist organization Aogiri Tree, who acknowledge the CCG's growing threat to their existence. The creation of a special team, known as the Quinx Squad, may provide the CCG with the push they need to exterminate Tokyo's unwanted residents. As humans who have undergone surgery in order to make use of the special abilities of ghouls, they participate in operations to eradicate the dangerous creatures. The leader of this group, Haise Sasaki, is a half-ghoul, half-human who has been trained by famed special class investigator, Kishou Arima. However, there's more to this young man than meets the eye, as unknown memories claw at his mind, slowly reminding him of the person he used to be.

Three homeless people — Gin, a former professional bicycle racer; Hana, a transvestite; and Miyuki, a run-away young girl — live together in Shinjuku, Tokyo. On Christmas Eve, the three discover a baby girl at a garbage dump. They head for the brighter parts of the city, where people are enjoying the holiday festivities, to look for the baby's parents. While the three search for the parents, uncanny luck results in their meeting other people while their adventures with the baby continue. Will the baby lead these three protagonists to their destiny? This small adventure lets each of the trio confront their own lives, which they almost threw away, while maintaining their dignity and happiness under unfortunate circumstances.

It's Christmas Eve and three homeless friends have experienced their own Christmas miracle: while rummaging in a dump for a Christmas present, they discover a newborn baby. Despite having nothing, the three take the baby in and name her Kiyoko, meaning Pure One. They embark in search of Kiyoko's mother, based on the little they know about her from her meager belongings. But the night is young, and the city is vast. Before they know it, these three become entangled in a series of events including kidnapping, death, and a mysterious red envelope. Kind transwoman Hana, runaway teenager Miyuki, and belligerent Gin make an unlikely trio as they care for the baby and try to find where she belongs. By finally looking toward the future, they are also able to confront their pasts, coming just a little bit closer to finding their own place in the world.
